What We Do

Prepared Before
the Incident.

RSG works with counties, municipalities, and government agencies to assess physical security vulnerabilities, develop compliant emergency plans, and facilitate the THIRA process — so your jurisdiction has documented plans and a clear remediation roadmap before something happens.

01 /

Physical Security Assessment

On-site evaluation of government facilities — courthouses, administrative buildings, public works infrastructure, emergency operations centers — assessing perimeter integrity, access control, surveillance coverage, and physical vulnerabilities with a written findings report.

Single Site or Multi-Site Programs · Jurisdiction-Wide Capable
02 /

THIRA Facilitation

RSG facilitates the Threat and Hazard Identification and Risk Assessment process required for FEMA preparedness grant compliance. Working directly with emergency management staff, RSG guides the THIRA/SHIRA process and helps produce the documentation required for grant certification.

03 /

Emergency Operations Plan Development

RSG develops or reviews Emergency Operations Plans for counties, municipalities, and government agencies — covering base plan structure, hazard-specific annexes, active threat response, evacuation and shelter-in-place, and continuity provisions.

NIMS Compatible · ICS Aligned · State Standard Compliant
04 /

Continuity of Operations Plan (COOP)

Development of Continuity of Operations Plans that define how essential government functions continue during and after a disruption. RSG builds COOPs that identify mission-critical functions, alternate facilities, succession of authority, and reconstitution procedures.

Multi-Site Assessment Programs

For counties and municipalities managing dozens of facilities, RSG designs and executes systematic assessment programs across all sites — standardized methodology, consistent documentation, and a master findings report covering the entire jurisdiction.

How It Works

From Jurisdiction Intake
to Documented Plans

Four steps from first call to a complete set of assessment findings and emergency management documentation your jurisdiction can stand behind.

01

Intake & Scoping

RSG reviews the jurisdiction size, facility inventory, existing plans, grant requirements, and timeline to build a scoped engagement that covers what matters.

02

On-Site Assessments

RSG consultants conduct structured physical security surveys across all facilities in scope, using a standardized methodology for consistent documentation.

03

THIRA / EOP Work Sessions

Working sessions with emergency management and department leads to complete THIRA facilitation, develop EOP annexes, and build out COOP documentation.

As Scoped
04

Deliverables & Briefing

Written assessment report, completed emergency plans, and an executive briefing for leadership — everything documented and ready for adoption.

What RSG Does — and Doesn’t Do

The Scope. Clearly Stated.

RSG handles the physical security and emergency planning work. We are not a law enforcement agency, a cyber audit firm, or a financial compliance entity — we focus on the assessment and planning work that keeps your facilities and operations resilient.

RSG Can Help With Outside Our Scope
Physical security assessments for government facilities Law enforcement functions or sworn officer duties
THIRA facilitation and documentation Cybersecurity or IT infrastructure audits
Emergency Operations Plan development and review Financial auditing or fiscal compliance
Continuity of Operations Plan (COOP) development Official FEMA grant submission (completed by the jurisdiction)
Multi-site assessment programs across a jurisdiction
Active threat and security awareness training
Executive briefings and board-ready reports
FEMA preparedness grant submissions are made directly by the jurisdiction — RSG produces the THIRA documentation and emergency plans your jurisdiction needs to complete that submission with confidence.
